Civic Access
Civic Access is Marion County’s online portal for all electronic permit and plan submittals. The portal allows applicants to submit and view files, pay fees, check the status of reviews, approvals or conditions, and more.

Development Review
In unincorporated Marion County, conceptual and master plans, preliminary plats, improvement plans, final plats, mass grading and major site plans & waiver requests are submitted through Civic Access and processed by our Development Review team for compliance with the Marion County Land Development Code. This team serves as a central hub for the compilation of all county review comments, coordinates and monitors project activities, and performs agenda scheduling. Projects, when ready, are scheduled once a week as agenda items for the Development Review Committee (DRC) to review. The DRC consists of five voting members including the County Engineer, Growth Services director, Utilities director, Planning & Zoning manager, & Fire Marshal who make motions for approval or disapproval of agenda items. Disapproval of any agenda item by the DRC may be appealed to the county commission, whose decision shall be final.
Development Review Committee deadlines
Review the schedule for upcoming DRC meetings (held Mondays at 9 a.m.), as well as the waiver submittal deadline for the corresponding DRC meeting. A schedule for weekly staff meetings (held Thursdays at 9:00 a.m.) is also included.
The 2026 schedule was approved on December 8, 2025.
Standalone Permitting
Right-of-way (ROW) utilization permits are required for all construction, herbicide/pesticide spraying, tree clearing, & all temporary private uses of public rights-of-way. Permit-related lane and road closure requests should be provided at time of permit submittal.
A driveway connection permit is required for any development or construction activity accessing county right-of-way. If an applicant is submitting through the Building Permit process, a separate application is not required.
ROW and driveway permit applications are submitted through Civic Access and processed by our Customer Service Center (CSC). In addition, the CSC assists with road, sign, signal, & other maintenance requests, general inquiries & overhead banner displays.
