Substantial Change to 13/14 CDBG Annual Action Plan
Notice to Citizens:
The Annual Action Plan describes the Federal and Non-Federal resources expected to be available to address priority needs and goals identified in the five-year strategic plan. It also includes a list of activities to be undertaken during the year to meet those priorities and goals.
Pursuant to 24 CFR 91.505(b), Marion County’s Citizen Participation Plan outlines the following criteria for determining a Substantial Change to the Annual Action Plan;

The addition or deletion of an activity or project

A change in priorities

A change in the beneficiaries of an activity

An increase in activity funding in excess of 50%

A change in the entity identified as the recipient of funding
Substantial Change:
Marion County did not appropriate all of the available grant funds for the 13/14 grant year to specific projects. Approximately $443,000 was designated towards Public Facilities & Infrastructure Projects To Be Determined. The County also has $7,770 in unencumbered funds from completed projects.
Public Hearing:
During the annual application cycle, the County identified eligible activities that were ready to proceed and could be funded in the current grant year. At the April 1, 2014 Commission Meeting the Board of County Commissioners approved the use of 2013/14 CDBG funds for the following projects.

Florida Center for the Blind – Renovation of Existing Facilities - $222,858

Arnette House – Replacement of 22 room doors in Emergency Shelter - $9,234

Interfaith Emergency Services – Renovation of Duplex for Supportive Housing - $46,575

ARC of Marion County – Renovation of Existing Building to create space for more clients in the Work Training Center – Phase 1 - $65,000
Public Comment Period:
Information on these projects is part of the Public Records and available for review. As required by HUD, the public may review and comment on this substantial change to the Annual Action Plan beginning 8:00 a.m. Thursday, April 10, 2014 through 5:00 p.m. Friday, May 9, 2014.
